Good news is…

There are ways to create an offline manual. One way is to use MediaWiki (MW), which is the same software for WordPress Codex. You can export the pages from the manual, and then import it to your MW software.

Another way is to use HTTrack Website Copier to download the pages from the Codex. The downside to this, however, is that it could take much time since it will download the entire website.

The online manual is open for public use, but it does not necessarily mean you can get to do everything you want with it. Refer to it as is needed.
